Hlungwani Says R45 Million From SAPS Secret Fund Was Earmarked for 2017 ANC Conference

The hearings probe possible misuse of a covert police fund for party politics.

Overview

  • Tiyani Hlungwani testified to a parliamentary ad hoc committee that the SAPS Secret Service Account was set to provide roughly R45 million connected to the ANC’s Nasrec conference.
  • He said he refused an alleged request by former national commissioner Khehla Sitole to withdraw the money for a “grabber” device, asserting a portion was intended to finance an ANC faction.
  • Hlungwani linked his removal from Crime Intelligence to that refusal and accused former police minister Bheki Cele of dismissing him outside proper disciplinary processes.
  • MPs pressed him on case chronology after learning a complaint was lodged against him in September 2017 by Obed Nemutanzhela, while he maintains he became a suspect only after the December conference.
  • He cited supporting documents, prior testimony by former IPID head Robert McBride, and Sitole’s Constitutional Court bid to block document release, while noting his 2023 discharge was overturned in 2025 and the matter was sent back for trial.
