Himachal Pradesh Mandates Drug Tests for Government Jobs and Professional College Admissions

The package aims to curb heroin use by pairing mandatory screening with targeted policing and treatment.

Overview

  • Chief Minister Sukhvinder Singh Sukhu, speaking after Monday’s NCORD meeting, said heroin screening will be compulsory for all government recruitment and for entrants to government medical and engineering colleges.
  • Students who test positive will not lose admission and will instead receive care, and officials said government college students will face annual tests as part of a prevention push.
  • The state has tagged panchayats by risk level and stepped up police and CID watch in 234 high‑concern areas after identifying about 12,000 people using chitta, a local term for adulterated heroin.
  • Families who call the 112 helpline to report addiction will see relatives sent for treatment rather than arrested, with two women’s de‑addiction centers planned in Mashobra and at Tanda Medical College.
  • Officials reported 6,811 NDPS cases, 10,357 arrests and 45,867 kg of drugs seized since 2023, along with nearly Rs 51 crore in assets traced, 76 illegal properties flagged with action in 17, new ACR performance metrics for DCs and SPs, and a summer awareness drive whose reported dates vary between June 1–August 20 and August 1–20.
