Hessen Funds 15 Pilot Projects to Tackle Homelessness

The state is committing more than €6.1 million to test Housing First, specialist prevention centres and transition services to inform wider policy.

  • The Hessian Social Ministry announced on Thursday that it will fund 15 model projects across Frankfurt, Kassel and several districts with over €6.1 million to test new ways to reduce homelessness.
  • Six pilots will use the Housing First model, which gives people immediate housing before offering social work and counselling to address problems like debt or addiction.
  • Six projects will set up Fachstellen zur Wohnraumsicherung, specialist centres that advise people at risk of losing housing because of rent arrears, eviction threats or landlord disputes.
  • Two pilots will focus on clearing transitions for people leaving clinics or prison, and one Frankfurt project will create a protected daytime shelter for homeless women, steps meant to reduce immediate risks exposed by recent local shelter closures and a temporary tent camp.
  • The programme runs through 2028 as an experimental rollout to gather evidence for scaling up, and it aims to show which mixes of prevention, rapid rehousing and targeted support most quickly keep people housed and safe.
