Hesse Unveils Masterplan to Eliminate Mobile Dead Zones by 2030

A new pact with all major carriers commits roughly 4,000 additional sites by 2029 to speed coverage expansion.

Overview

  • Digital Minister Kristina Sinemus announced the Masterplan Mobilfunk in Wiesbaden, formalizing a third agreement with Vodafone, Deutsche Telekom, Telefónica and 1&1.
  • The deal targets around 4,000 new or modernized locations by the end of 2029, aiming to lift reception to roughly 99.5% of the state’s area for all major networks in 5G quality.
  • Previous state agreements have already delivered nearly 11,000 sites since 2020, with 5G availability reported at 77.5% of Hesse last year.
  • Permitting will be streamlined so new mast applications count as approved if authorities do not object within three months, with coordinated work by power-grid operators to speed electrical hookups.
  • Remote and protected areas will use satellite connectivity where masts are impractical, while Frankfurt’s Zukunftscampus Bertramshof advances 6G research based on open software via a private 5G testbed.
