Overview
- The Ride Safe Act, which Healey filed Monday, was referred to the Legislature’s Transportation Committee.
- It classifies micromobility devices by top speed into four tiers: up to 20 mph, 21–30 mph, 31–40 mph, and above 40 mph.
- Lower-speed devices would use bike lanes with helmet rules for riders under 16, while higher-speed models would be limited to riders 16 and older with registration, insurance, and bans on sidewalks and shared-use paths.
- The bill restricts unsafe speed-boosting modifications, gives police clear enforcement authority, expands crash data collection, and authorizes the RMV to write future rules as new devices emerge.
- It follows a January report from a statewide micromobility commission after rapid growth in e-bike use and several serious crashes pushed the state to replace patchwork local rules with a single standard.
