- The bill creates a first-in-the-nation system that classifies devices by top assisted or designed speed, from Tier 0 (up to 20 mph) to Tier 3 (over 40 mph).
- Tier-based rules set minimum rider ages, require helmets for defined categories and for anyone under 16, and mandate lights, reflectors and reliable brakes.
