Haryana Sharpens Startup Push With AI Hubs, New Funds, Smart Zones

Proposals shaped with citizens will flow into the 2026–27 budget — locking in AI training, incubation sites, startup finance, smart zones.

Overview

  • Haryana will set up one Smart Agriculture Zone and one Smart Industrial Zone offering special facilities and modern infrastructure, the chief minister announced after a budget review.
  • The government directed planning for affordable worker housing near industrial areas and noted progress on dormitories and single-room units in IMT Manesar, Bawal and Kundli.
  • Officials reported strong uptake of a portal to regularise colonies with 50 or more factories and confirmed transfer of industrial plot control from HSVP to HSIIDC to ease approvals.
  • The state implemented 75% concessional land allotment for ESIC hospitals and dispensaries, extended the Atmanirbhar Textile Policy to December 2026, and ordered upgrades to civic infrastructure in older industrial zones.
  • Pre-budget consultations outlined the proposed Haryana AI Mission with hubs in Gurugram and Panchkula — with a ₹474 crore World Bank assurance and a 50,000-youth training target — plus a ₹20 crore research fund, a ₹2,000 crore fund of funds, ₹10 lakh grants via HSIIDC, and incubation centres including sites for AI–quantum at IMT Manesar and EV–automotive at IMT Kharkhoda.
