Haryana Passes Private Universities Amendment Granting Dissolution and Administrator Powers

Passed after investigators targeted Al Falah University following the Red Fort blast.

Overview

  • The Assembly approved changes to the 2006 Act that create a statutory process to dissolve a private university and replace its authorities with a state-appointed administrator.
  • New Section 44B provides for phased dissolution, vests control of assets and operations in the administrator, and allows supervised completion of studies for existing students.
  • The law authorizes special intervention for grave lapses involving national security, sovereignty, public security, law and order, or unlawful use of university premises.
  • Private universities must now obtain prior state approval before introducing new courses and undergo annual academic and administrative audits.
  • The move follows scrutiny of Al Falah University, including ED action against its founder, Delhi Police FIRs, and NAAC’s show-cause, while opposition MLAs warn of overreach and seek clear criteria for administrators.
