Haryana CM Rejects Rs 5,000-Crore Paddy Scam Charge in Assembly

He cites procurement data alongside enforcement records as evidence.

Overview

  • Congress and INLD legislators allege collusion by millers, agents, transporters and officials in a Rs 5,000-crore fraud and demand an inquiry by a High Court judge or the CBI.
  • Nayab Singh Saini says procurement follows Union guidelines through authorised agencies and relies on the Meri Fasal Mera Byora portal for verified acreage and yield data.
  • The government reports Kharif 2025–26 procurement of about 62.13 lakh metric tonnes of non-basmati paddy from roughly 3 lakh farmers, with MSP payments sent directly to bank accounts.
  • District verifications in October–November 2025 resulted in 12 FIRs, chargesheets against 75 officials including 28 suspensions, about Rs 6.37 crore recovered, arrests, and stoppage of payments to suspected contractors.
  • Planned upgrades for 2026–27 include geo-tagged gate passes, automatic number plate recognition, geo-fencing of mandis and mills, CCTV coverage, biometric farmer verification and app-based on-site checks, while the CM calls alleged 30–50% arrival–procurement gaps baseless.
