Harris County Seeks Extension on Harvey Flood Projects as Flood Control Chief Stays

Leaders want more time from the Texas land office to avoid repaying federal aid after a new report showed key work will slip past 2027.

Overview

  • After a closed-door session Thursday, commissioners kept Executive Director Tina Petersen in place and she said the county will ask the Texas General Land Office for a nine-month extension.
  • A May 1 district report said six of 11 state-funded flood projects are unlikely to meet the GLO’s February 2027 benchmark, which could force repayment of federal dollars already spent.
  • The at-risk work totals about $245.8 million and includes channel improvements in precincts 1 and 2 and new stormwater detention basins in precincts 2, 3 and 4.
  • Only four projects that are on track have broken ground so far, reflecting how GLO sets earlier internal deadlines to allow time for federal closeout before HUD’s August 2028 spending cutoff.
  • County Judge Lina Hidalgo says she has lost confidence and wants new leadership, while Commissioner Adrian Garcia defended Petersen and Commissioner Tom Ramsey signaled more review in June as the county seeks to protect $322 million redirected to flood control in 2023 after a 2021 HUD audit.
