- Up to 40 publishers can be funded per round if they have three years in Hamburg, under €2 million in annual turnover, 75% of revenue from literature, and at least three titles a year.
- Funding covers program costs such as honoraria, translations, production, distribution, or marketing, and the city will not evaluate single books.
- The scheme excludes programmes that promote racist, antisemitic, or otherwise dehumanizing content.
- The first awards apply to 2026, and from 2027 the program shifts to a two‑year cycle.
