Overview

  • Hamas announced Monday that it had dissolved the two-decade Government Emergency Committee in Gaza and said it would transfer civilian responsibilities to the National Committee for the Administration of Gaza (NCAG).
  • The NCAG was created under U.N. Security Council Resolution 2803 in January and is led by Ali Shaath, but the committee has not been allowed to enter Gaza to assume control.
  • Hamas did not pledge to disarm as part of the handover, and Israeli officials warned the move would leave Hamas as the dominant armed force rather than ending its military capabilities.
  • About 45,000 existing civil servants are to remain in place to run health, education and basic services even as Gaza faces catastrophic humanitarian needs, widespread hunger and severe infrastructure damage.
  • The ceasefire framework remains stalled because mediators have not secured agreements on weapons custody, an international stabilisation force and verified Israeli troop withdrawals needed to allow reconstruction.
