Hamas Dissolves Gaza Governing Body to Clear Way for US-Backed Technocratic Panel

The move could clear the path for technocratic civilian rule contingent on verified disarmament and Israeli agreement.

Overview

  • Hamas announced on Monday that it has dissolved its Government Emergency Committee and said the step is meant to allow the National Committee for the Administration of Gaza (NCAG) to take over day-to-day civilian governance.
  • The NCAG, a US-backed 15-member technocratic body led by Ali Shaath, remains based outside Gaza and says it is ready to enter once the necessary resources and enabling conditions are in place.
  • The core obstacle to implementation is verified disarmament and a single armed authority, with the Board of Peace stressing it will judge actions not promises before permitting the NCAG to assume control.
  • Israel dismissed the announcement as largely symbolic and Israeli media have reported officials expect the Board of Peace could rule Hamas in breach and that fighting might resume within months if conditions are not met.
  • Mediators have yet to form the proposed international stabilisation force and the stalled sequencing of weapons custody, Israeli withdrawal and verification leaves the transition uncertain while humanitarian needs in Gaza grow.
