Overview
- Halo Vista has moved into its first construction phase with plans for seven industrial buildings totaling more than 780,000 square feet at West Dove Valley Road and North 43rd Avenue adjacent to TSMC’s Phoenix campus.
- Developers have already started work on hospitality and retail elements and say construction of a Costco on the site is slated for the fourth quarter of 2026.
- Mack Real Estate Group and McCourt Partners report that water and energy appear adequate for planned uses but that limited municipal wastewater capacity is a near-term constraint and that project tax revenue is expected to help pay for direct potable reuse treatment.
- No tenants for the new industrial buildings have been disclosed; the spaces are being built with flexible layouts to attract roughly 1,500 potential TSMC suppliers and other advanced manufacturers.
- Halo Vista’s master plan targets about 30 million square feet of mixed-use development and nearly 9,000 housing units over a 15–20 year buildout, a scale that could drive local jobs, increase housing demand and force larger utility and infrastructure planning decisions in north Phoenix.
