Grimes County Approves 35-Year Tax Abatement for SpaceX’s Proposed Terafab

The vote moves a negotiated payment plan toward implementation and raises fiscal and environmental questions for the rural county if the project proceeds.

Overview

  • The Grimes County Commissioners Court voted Wednesday to designate a reinvestment zone and approve a 35-year, 100% property tax abatement for the initial $55 billion phase of the proposed Terafab complex.
  • Under the agreement SpaceX will pay a $10 million upfront fee and $20 million a year for 35 years instead of property taxes, a deal county officials say substitutes a predictable payment stream for traditional tax revenue.
  • A Musk-linked company, Wit Tech LLC, has contracted to buy more than 6,000 acres near Gibbons Creek Reservoir and deed records list xAI general counsel James Burnham among parties tied to the land deals.
  • More than 100 residents attended the hearing and many voiced strong opposition over limited project details, water and wastewater handling, power and infrastructure strain, and threats to the county’s rural character.
  • SpaceX has told regulators that Terafab is intended to secure chips for SpaceX, Tesla and xAI but that the project is not guaranteed to proceed, and officials estimate roughly 1,800 to 2,000 local jobs if the facility is built.
