Google Proposes UK Search Changes With Publisher AI Opt-Out and Default Switch

The CMA is weighing binding conduct rules for search under the UK’s digital markets regime.

Overview

  • Google said it is developing controls to let websites exclude their content from AI Overviews and AI mode in Search.
  • The company proposed a permanent, settings-based switch on devices to let users change the default search engine without recurring pop-ups.
  • In a filing on the CMA website, Google warned some proposed conduct requirements would have disproportionate, detrimental effects on users, publishers and its ability to innovate.
  • The CMA designated Google with strategic market status in October and in January outlined remedies covering publisher choice, fair and transparent rankings, easier switching, and data portability.
  • Publishers report steep drops in click-throughs from AI-generated answers, and critics question whether opt-outs will leave those who refuse participation less visible.
