Global Election Chiefs Adopt Delhi Declaration at India’s IICDEM 2026

The accord sets five pillars to reinforce electoral credibility, spanning rolls, conduct, research, technology and training.

Overview

  • The three-day conference in New Delhi concluded with unanimous adoption of the Delhi Declaration 2026, capping sessions hosted by the Election Commission of India at Bharat Mandapam.
  • Participation included heads of 42 election management bodies and nearly 100 international delegates from around 70 countries, alongside Indian chief electoral officers and experts.
  • The ECI launched ECINET, a unified platform integrating 40-plus apps as a single source for election data and services, described by the CEC as a tool to counter misinformation and built in compliance with Indian law and 22 scheduled languages.
  • India offered technical collaboration to help other countries build ECINET-like systems and training through IIIDEM, following more than 40 bilateral meetings where several EMBs expressed interest.
  • Chief Election Commissioner Gyanesh Kumar cited Bihar’s 2025 Special Intensive Revision as a model, noting zero appeals from 75 million electors and no re-polls, while International IDEA highlighted democratic backsliding and welcomed India’s 2026 chairship.
