Global Corruption Perceptions Worsen as U.S. Hits Record Low in Transparency International’s 2025 Index

TI attributes the slide to a leadership gap, shrinking civic space, weaker enforcement.

  • The 2025 CPI global average fell to 42, its lowest in more than a decade, with 122 of 182 countries scoring below 50 and only five above 80.
  • The United States recorded its worst score and rank to date at 64 and tied 29th, as TI criticized a freeze and weakening of FCPA enforcement and cuts to overseas civil-society funding.
  • Denmark led the index at 89, while Somalia and South Sudan tied at the bottom with scores of 9.
  • TI reported sustained declines in several democracies, including the United Kingdom, Canada, New Zealand, France and Sweden, and linked many drops to curtailed freedoms for journalists, NGOs and public assembly.
  • Country notes included Pakistan’s marginal improvement to a score of 28 (rank 136), India at rank 91 with a score of 39, Ukraine up to 36, and Sub‑Saharan Africa averaging a region‑low 32.
