Germany’s Job Openings Shrink Again in Q3 as Vacancy Rate Falls to 2.3%

An IAB survey of 8,591 employers finds labor demand stagnating at a low level.

  • Vacancies totaled 1.03 million in Q3 2025, down 2% from Q2 and 19% year over year, the lowest level since 2020.
  • There were 288 unemployed people per 100 advertised openings, up by 11 from Q2 and by 68 from a year earlier.
  • The vacancy rate declined to 2.3%, roughly half the 4.5% peak recorded at the end of 2022.
  • Regional disparities persisted, with 354 unemployed per 100 openings in eastern Germany versus 273 in the west.
  • About 80% of openings, or 824,900 positions, were immediately fillable, according to the IAB’s establishment survey.
