Germany’s 2026 Training Report Shows Fewer Apprenticeships and a Deeper Mismatch

Officials cite poor matching between applicants and vacancies as the main brake on training uptake.

Overview

  • After the report went to the federal cabinet, Minister Karin Prien said she will push better career guidance, targeted outreach and more funding to help firms fill vacancies.
  • The report shows 476,000 apprenticeship contracts were signed by September 30, 2025, which was 10,300 fewer than a year earlier, while offered places fell by 25,300 to 530,300.
  • Despite that decline, about 54,400 training posts were still unfilled and 39,900 applicants got no placement, pointing to a gap between employer needs and applicant choices or skills.
  • About 2.76 million people aged 20 to 34 had no vocational or university qualification in 2024, equal to 18.8 percent of that age group, with higher rates among first‑generation immigrants.
  • Shortages are most acute in skilled trades such as plumbers, pipefitters, concrete workers and butchers, while many applicants cluster in popular fields like media design and animal care.
