Germany Seeks Budget Sign-Off to Buy 25.1% of TenneT Deutschland for €7.6 Billion

The purchase would be financed through a KfW special-purpose vehicle to secure influence over grid planning and protect critical infrastructure.

Overview

  • The finance ministry asked the Bundestag’s Budget Committee to lift a spending freeze and release roughly €7.6 billion after talks with TenneT were concluded.
  • The planned 25.1% stake would grant strong minority rights, including vetoes over the business plan and executive appointments.
  • The acquisition and holding of the stake would be carried out via a dedicated vehicle of state development bank KfW.
  • TenneT Deutschland, the largest German transmission operator, runs about 14,000 kilometers of high-voltage lines as major north–south grid expansion looms.
  • Following the deal, ownership would be about 28.9% Netherlands, 46% shared by APG, Norway’s sovereign fund, and GIC, and 25.1% held by the federal government, after earlier 2024 talks fell through over budget constraints.
