Overview
- On Friday, Sept. 4, the Landesmedienanstalt für Baden-Württemberg published a report saying a simulated TikTok account was shown that roughly 22% of ‘For You Page’ videos referenced or trivialized violent acts.
- The report documents formats that praise attackers, including AI-generated clips showing perpetrators dancing, fan edits that remix news footage, staged reenactments, and deliberate rewording or emoji use to evade automatic removal.
- LFK says it reported 18 problematic videos for immediate removal but most were only deleted after additional complaints through a special authority portal, a gap the regulator calls evidence of weak enforcement.
- The investigation links the online fanscene to real harm by noting a July school knife attack in Schongau involving a 16-year-old who had contact with the TikTok community and by warning that exposure can encourage imitation among minors.
- The LFK has asked the European Commission to open regulatory proceedings against TikTok and the company says it is reviewing the findings; any EU action could force faster takedowns, stricter search blocks, and new rules for algorithmic recommendations.
