Germany Raises ID Fees, Quadruples Price of Emergency Travel Document

Berlin says higher administrative costs justify the revised fees.

Overview

  • New rates took effect on February 7: the standard ID for adults rose to €46 from €37 and the under‑24 ID to €27.60 from €22.80.
  • The federal police emergency travel document (Notfall-Pass) increased to €32 from €8 and is typically valid for three months for urgent trips.
  • Municipal offices still charge €6 for taking a biometric passport photo on site.
  • An initial fee regulation was rejected by the Bundesrat in December, after which a revised version won cabinet approval in January.
  • Plans for a paid online PIN reset were dropped following Länder objections, leaving free resets only at local offices as the Digital Ministry develops a no-cost online option.
