Germans Overwhelmingly Back More Spending on Heat Protection

It creates strong public pressure to increase resilience funding by placing responsibility chiefly on industry.

Overview

  • The ARD-DeutschlandTrend poll, conducted June 29–July 1, found 89% of respondents support more public spending on heat protection for roads, schools and hospitals.
  • The survey polled 1,317 eligible voters by phone and online and is reported as representative, giving weight to the result for policymakers.
  • Two-thirds of respondents said they are very or extremely worried that climate change could destroy livelihoods, with women more likely than men to report high concern (74% versus 59%).
  • A majority (59%) said industry bears primary responsibility for climate protection while only 38% backed stronger price-based measures such as a CO2 tax and 54% opposed them.
  • Fifty-eight percent rejected the idea of temporarily sidelining climate policy for other crises, a stance that could increase pressure on budget and legislative debates over funding for adaptation and who should pay.
