German Public Debt Rises 2.4% in Q1 2026

Higher borrowing by two federal special funds and targeted state actions largely drove the quarter‑on‑quarter increase in consolidated public debt.

Overview

  • Destatis reported Wednesday that consolidated public‑sector debt climbed €64.9 billion, or 2.4%, in the first quarter to €2,726.5 billion, with the federal share at €1,884.9 billion.
  • Two federal Sondervermögen, the Infrastructure and Climate fund and the Bundeswehr fund, were major drivers as their liabilities rose by €10.9 billion and €4.4 billion respectively, concentrating much of the Bund’s increase.
  • State debt rose by €17.6 billion to €642.2 billion, with Sachsen‑Anhalt, Niedersachsen and Nordrhein‑Westfalen showing the largest percentage jumps due to new securities issues and NRW’s takeover of some municipal legacy debts under the Altschuldenentlastungsgesetz.
  • Municipal debt increased modestly by €3.0 billion to €199.3 billion while the social insurance sector’s debt remained negligible at €9.3 million, reflecting different financing pressures across levels of government.
  • Destatis labels the Q1 figures preliminary, notes seasonal and methodological factors such as early‑year securities issuance and derivative cash collateral, and will publish reconciled year‑end 2025 results at the end of July 2026.
