France Votes in Municipal First Round, Turnout Rebounds as Big Cities Head to Runoffs

Alliance talks now begin ahead of the March 22 runoffs in major cities.

Overview

  • Voter participation reached 48.90% at 17:00, with final turnout projected around 56–58%—higher than 2020 but below 2014, according to the Interior Ministry and polling institutes.
  • Roughly 93% of communes were decided at the first round, a dynamic reinforced by the 2025 reform that ended panachage and imposed parity, increasing single-list contests in many small towns.
  • Major urban races such as Paris, Marseille, Lyon and Toulouse move to a second round, with lists over 10% able to remain and those between 5% and 10% eligible to merge before the Tuesday 18:00 deadline.
  • Early calls show several outright first‑round victories, including RN’s Louis Aliot in Perpignan, David Rachline in Fréjus and Steve Briois in Hénin‑Beaumont, as well as Natacha Bouchart in Calais and PS mayors in Lens and Boulogne‑sur‑Mer.
  • Nearly 49 million registered voters chose among about 900,000 candidates on roughly 50,000 lists, with first national estimates released after 20:00 and only isolated polling‑station incidents reported.
