France to Raise Hospital and ER Patient Fees on March 1 as Costs Shift to Complementary Insurers

Officials project roughly €400 million in 2026 savings for the Sécurité sociale, with uninsured patients most exposed.

  • From 1 March, the hospital daily fee rises from €20 to €23 (psychiatry from €15 to €17) and the emergency visit charge from €19.61 to €23; from 1 April, the fixed contribution for costly care increases from €24 to €32.
  • Four draft orders and one decree have been sent for consultative opinions to Cnam and UNOCAM, with the government maintaining the March and April implementation dates.
  • The Health Ministry estimates savings of about €400 million in 2026 and €450 million in a full year for the Sécurité sociale.
  • Complementary insurers generally cover these charges, but about 2.5 million people without such coverage—12% in the poorest decile—would face higher out-of-pocket costs.
