France Threatens to Block €500 Million in EU Climate Funds for India

EU environment ministers meet Tuesday to consider conditioning climate finance on credible, up-to-date Paris pledges.

Overview

  • French environment minister Monique Barbut said she has written to the European Commission opposing any financing to India until it files an updated NDC and changes its stance in talks with the EU.
  • Barbut disclosed that a €500 million decarbonisation component tied to the recently concluded EUIndia trade agreement was identified and is currently blocked after countries complained of learning about it late.
  • She urged a more transactional EU posture in climate diplomacy, summarised as paying only when partner countries deliver verifiable commitments under the Paris Agreement.
  • More than 60 countries, including major recipients such as India, Egypt and the Philippines, missed last year’s UN deadline to submit updated national climate plans.
  • Citing thin outcomes from COP30 in Belém, Barbut backed forming smaller coalitions on specific goals and pointed to an April meeting in Colombia, co-organised with the Netherlands, on phasing out fossil fuels.
