France Rolls Out August Changes to Savings, Energy Prices and Consumer Rules

Small reliefs for households, higher network-driven energy charges, strict new rules on sales calls change household bills this month.

Overview

  • On 1 August the Livret A and LDDS rates rose from 1.5% to 1.7%, a move the Economy Ministry took after consulting the Banque de France and one that affects about 58 million account holders.
  • Regulated electricity tariffs increased by about 2.5% on 1 August, affecting roughly 19–20 million households and reflecting higher TURPE network charges and costs to reinforce and modernize grids after the end of ARENH access.
  • The gas reference price fell modestly by 0.8%, cutting the benchmark to €162.89/MWh and producing only a small direct saving for consumers on August bills.
  • Targeted social measures were scheduled: the 100-euro fuel aid application window was extended to 31 August for long-distance commuters and the allocation de rentrée scolaire will be paid automatically on 4 August in La Réunion and Mayotte and on 18 August in métropole and several overseas departments.
  • A near-total ban on unsolicited commercial phone calls takes effect on 11 August with two exceptions for existing contracts and explicit consent, and contracts signed after unlawful calls can be voided, making Bloctel effectively obsolete.
