Overview
- The government reiterated numeric targets in early July and set near-term start dates for delivery of its plan, with a social-leasing offer for electric vehicles opening in mid-July and a heat-pump leasing scheme beginning on 1 October 2026.
- The package sets deployment goals of 50,000 leased new EVs in 2026, 25,000 modest homes converted from fossil boilers to heat pumps, and one million heat pumps installed by 2030, with a target of 400,000 public chargers by 2030 under the Advenir programme.
- Eligibility and technical rules narrow the heat-pump offer to air-to-water units only, excluding air-to-air models that are mainly made in China, a choice intended to favour European supply but that may limit cooling options and installer capacity.
- To guarantee affordability, companies must ensure the sum of electricity costs plus pump repayments does not exceed prior fuel bills and the state will facilitate energy-saving certificates (CEE) to fill any shortfall in required price parity.
- The government has launched a private tender to pick the operator to electrify 25,000 homes from mid-September, with firms such as EASY (EDF), Octopus Énergie and EFI reported as candidates, and links the plan to industrial aims including job creation in electrification sectors.
