Four German States Stage Warning Drill, Debut Cell-Broadcast All-Clear Tests

The exercise marked the first trials of all-clear alerts by Cell Broadcast.

Overview

  • Authorities in Bavaria, Hesse, North Rhine-Westphalia and Rhineland-Palatinate ran morning tests using sirens, warning apps, radio/TV, digital signage and Cell Broadcast, starting at 10:00 or 11:00 with all-clear messages about 20–45 minutes later.
  • Several regions issued the Entwarnung via Cell Broadcast for the first time, alongside one-minute siren tones for warning and all-clear where digitally controllable sirens are available.
  • Alerts were distributed through the Modulares Warnsystem (MoWaS) to multiple channels, and additional local triggers meant some people received duplicate or time-shifted notifications.
  • Officials emphasized that many analog sirens still cannot emit population warning or all-clear tones, with digital upgrades ongoing and timelines, including end-of-2026 targets in parts of Hesse, still in progress.
  • Reception of Cell Broadcast depends on device compatibility and settings, with most iPhones on iOS 16.1 or later and Android phones on version 11 or later supported, prompting guidance to update software and enable CB features.
