Former Vaughan Pastor Identified as Principal Suspect as 15 Charged in York Region Homelessness-Aid Fraud

Police now seek more tips in the year-long probe into falsified homelessness-aid applications.

Overview

  • York Regional Police, who announced the results Tuesday, charged 15 people in a coordinated scheme that targeted a fund meant to prevent homelessness.
  • Investigators say about $99,600 was siphoned between January and December 2024 through falsified claims to York Region’s Homelessness Prevention Program, which helps residents with housing costs.
  • Police identified Isaac Oppong, 38, of Vaughan as the principal suspect and allege he recruited participants while serving as a pastor at Miracle Arena for All Nations, where several co-accused also attended.
  • Officers executed search warrants at 12 homes and on 10 vehicles across the Greater Toronto Area and laid charges that include fraud, identity fraud, use of forged documents, laundering proceeds of crime, possession of property obtained by crime, false pretence, and conspiracy.
  • Detectives report at least one stolen identity was used without the person’s knowledge and say the investigation remains active as they appeal for additional victims and witnesses to come forward.
