Former Quincy Elder-Services Director Pleads Guilty to Embezzlement and Fraud

Sentencing is set for June 17 following prosecutors’ account of diverted senior‑program funds.

  • Thomas F. Clasby Jr., 61, pleaded guilty to embezzlement, mail and wire fraud, and interstate transportation of stolen property, federal prosecutors said.
  • Clasby led Quincy’s Department of Elder Services for about 25 years and was removed from his post in May 2024 after an internal probe flagged financial irregularities.
  • Prosecutors said he used city purchasing to cover personal expenses starting in 2019, including $8,950 for music studio recordings, $2,236 for 153 pounds of bourbon steak tips, $4,800 toward a Toyota Prius, and $1,658 for a framed self-portrait.
  • He directed more than $38,000 in city payments to a friend’s New York consulting firm, whose cashed checks were allegedly handed back to him at locations in Massachusetts, Connecticut, and New York.
  • The case also alleges he stole most cash receipts from Quincy’s Kennedy Center beginning in June 2021, and he now faces statutory maximums of up to 20 years on fraud counts and up to 10 years on the other charges, plus supervised release and fines.
