  • The program, which from 2007 through 2024 returned more than 500,000 tons of cleaned oyster and clam shells to selected Gulf of Mexico sites, aimed to restore hard substrate where sandy bottoms blocked oyster settlement.
  • Shells were collected from restaurants and processing plants, sun-cured for months per University of Florida guidance to remove organics and reduce pathogen risk, then placed on evaluated seafloor sites rather than dumped indiscriminately.
  • Restoration worked through clear ecological steps: bacteria formed biofilms on the shells, oyster larvae attached to that hard surface, shells and new oysters stacked into reef structure, and degrading shells released calcium that favored other organisms.
  • Recovered reefs are linked to measurable changes such as clearer water and increased sightings of fish, turtles and dolphins, but reporting notes there is no single study that attributes all species increases solely to the shell program.
