FIA Ratifies Phased Shift to Stronger Combustion Power for 2027–28

The package curbs extreme battery management, improves on‑track safety, adds a pre‑season test day, eases team redesign work.

Overview

  • The World Motor Sport Council formally approved a staged rebalance on Tuesday, June 23, 2026 that shifts the hybrid split to 58:42 in favour of the internal combustion engine in 2027 and to 60:40 in 2028.
  • Technical limits were set so ICE output rises toward 450 kW by 2028 while maximum MGU‑K electrical output falls to about 300 kW, harvesting capacity is increased and fuel flow is raised by 5% for 2027 with a further 13% planned for 2028.
  • For the remainder of 2026 the FIA partially restored a wet‑condition Boost Mode that prevents power drops without increasing output and disabled Overtake Mode in low visibility, while Heat Hazard rules can now be applied separately to Sprints and Grands Prix.
  • The council added an extra pre‑season test day for 2027 and approved operational measures such as limiting reconnaissance laps and shortening race distances by one or two laps at selected tracks to avoid wholesale chassis and tank redesigns.
  • Key implementation details remain contested: manufacturers dispute ADUO benchmarking and upgrade allocation processes, and teams face cost‑cap and packaging limits that will shape how and how fast the new limits are carried into on‑track upgrades.
