Overview

The FGR notified a provisional suspension on December 8 under Article 100 of the public procurement law, to remain in place until the Internal Control Office issues a decision.
This is the second suspension of the process and it halted an award the agency had scheduled to announce on December 17.
The tender, filed as E-2025-00109641, sought to lease vehicles without a purchase option for nationwide operations during 2025–2028.
Bid documents put the estimated value at 2.48–3.794 billion pesos, equating to more than one million pesos per unit over the contract term.
Separately, ex-officials Arturo Serrano Meneses and Carlos Enrique Rascón Irízar face attempted bribery accusations alleging a 6 million‑peso request, with a key hearing deferred to January due to missing original documents.
