  • ICE must limit occupancy to no more than 56 people across five holding cells at the facility at 31 Hopkins Plaza.
  • All detainees must receive a basic medical screening within 12 hours of arrival and before being placed with others, including checks for communicable diseases, special diet needs, and disability services.
  • The order requires daily cleaning of hold rooms, provision of basic hygiene supplies, and access to prescription medications within 24 hours.
  • Detainees cannot be held in spaces smaller than 31 square feet excluding floor area within 8 feet of any toilet, and retaliation against those who report violations is prohibited.
