Federal Grand Jury Indicts Porterville Teen in '764' Case on Child Exploitation, Animal-Crushing and Threat Charges

Officials describe the case as part of a Justice Department effort to dismantle nihilistic extremist networks that prey on minors online.

  • Tony Christopher Long, 19, also known as Inactive, Inactivee0 and inactivecvx, was charged with two counts of animal crushing, sexual exploitation of a minor, possession of child sexual exploitation material, cyberstalking and transmitting an interstate threat.
  • The grand jury returned the six-count indictment on Oct. 23 in the Eastern District of California, and the Justice Department announced it on Oct. 27.
  • Court filings say Long was a member and associate of the '764' network and allege late‑2024 conduct that includes animal crushing, sexual exploitation of a juvenile in Washington state, and online threats and cyberstalking of a juvenile in Kern County, California.
  • The FBI investigated with the Porterville Police Department and the Tulare County District Attorney’s Office, and prosecutors brought the case under Project Safe Childhood.
  • Prosecutors say Long is in state custody on related charges; if convicted federally, penalties include a 15–30 year range on the sexual‑exploitation count plus additional maximum terms on the other charges, and he is presumed innocent.
