FBI Treats Old Dominion ROTC Classroom Shooting as Terror Attack After Killing of Lt. Col. Brandon Shah

Investigators are pursuing a terrorism case tied to the gunman’s prior ISIS support conviction.

Overview

  • Authorities identified the assailant as Mohamed Bailor Jalloh, 36, a former Virginia National Guardsman who pleaded guilty in 2016 to attempting to provide material support to ISIS and was released from federal custody in December 2024.
  • Jalloh entered an ROTC class in Constant Hall, asked if it was an ROTC course, shouted a phrase witnesses and the FBI associated with extremist attacks, and opened fire, killing instructor Lt. Col. Brandon Shah and wounding two others.
  • ROTC students confronted and subdued the shooter, who was not shot; law enforcement officials said a student stabbed him during the struggle, and he was pronounced dead at the scene.
  • Police received first calls at 10:43 a.m., arrived within minutes, and determined by 10:50 a.m. that the attacker was deceased as the campus issued an all-clear and canceled classes.
  • The FBI’s Norfolk field office, the Joint Terrorism Task Force, and ATF are leading the ongoing probe and have asked the public for tips as they assess motive and any connections.
