Fachin Proposes Single Pay Slip and Unified Pay Table for Judges

The measure aims to make judicial pay transparent and give the CNJ stronger tools to detect and stop irregular extra payments.

  • CNJ president Edson Fachin formally presented a draft resolution on Friday that creates a mandatory nationwide 'contracheque único' and a Tabela Remuneratória Unificada to standardize pay rubrics for all magistrates.
  • The CNJ plenary will vote on the proposal on Tuesday and the draft says approved tribunals would have 60 days to adopt the single pay slip and integrate their payroll systems.
  • The single pay slip must list salary, specified indemnities such as diárias and ajuda de custo, and any retroactive liabilities with the month owed and remaining balance, and it would bar parallel or supplemental pay slips.
  • The resolution would empower the Corregedoria Nacional de Justiça to requisition documents, access court systems, suspend irregular payments and require repayment of sums found to violate rules limiting extra pay.
  • The move follows a March 25 STF ruling capping extra payments at 35% of the Court reference salary and audits that found 518 different retroactive records across 94 tribunals and research showing more than 3,000 distinct rubrics, problems the measure seeks to fix.
