Extell Files Plans for 86-Story Upper West Side Supertall

As-of-right zoning at the former ABC campus gives Extell unusual leverage over project scale, including any affordable set-aside.

Overview

  • Extell filed plans with New York City’s Department of Buildings for a 1.2 million-square-foot tower at 80 West 67th Street that would have 430 apartments, about 25,000 square feet of retail, and a parking garage, with executive David Rothstein listed as applicant and architect Jennifer Cheuk named on the job.
  • The proposal reaches roughly 1,198 to 1,200 feet over 86 stories, which would make it the tallest building on the Upper West Side by a wide margin.
  • The site is part of the former Walt Disney/ABC campus, which Extell bought from Silverstein Properties for $931 million, and the project also appears under the alternative address 77 West 66th Street.
  • Local pushback has intensified over shadows and affordability as actor Tony Danza joined protests and Council Member Gale Brewer pressed for a 30% affordable set-aside, while Gary Barnett has floated 20% mostly as senior studios under zoning that could allow an even taller tower with no required affordable units.
  • As-of-right rules let a developer build large projects without a rezoning, which limits the City Council’s bargaining power on height and affordability; Extell also reports fresh backing and leadership capacity, including a previously reported $1.2 billion preferred equity infusion and the recent addition of Andrew Chung to its senior ranks.
