Ex-Rohnert Park Officers Get Federal Prison for Highway 101 Marijuana Shakedowns

The case exposed oversight gaps that let the scheme continue even after California legalized cannabis.

Overview

  • The two former officers were sentenced Wednesday in San Francisco to 30 months for Brendon Jacy Tatum and 20 months for Joseph Huffaker, each followed by three years of supervised release.
  • Prosecutors said they pulled over drivers on Highway 101, posed as federal agents, seized marijuana and cash, and then sold the drugs for profit.
  • Tatum pleaded guilty in 2021 and cooperated, while a jury in July 2025 convicted Huffaker of extortion, falsifying records, impersonating a federal officer, and conspiracy.
  • The judge set surrender dates of Sept. 15 for Huffaker and Jan. 11, 2027 for Tatum, and ordered restitution of $301,145.70 for Tatum and $20,000 for Huffaker, plus forfeiture of $198,854.30 from Tatum.
  • A citizen’s tip launched the FBI probe that led to charges, a civil grand jury later faulted Rohnert Park’s supervision, and the city has paid more than $1 million to settle related lawsuits.
