European Parliament Approves Legislation to Enact Turnberry Trade Framework

The vote clears the path for sweeping tariff cuts on U.S. industrial goods by giving the European Commission the power to suspend concessions if the United States breaches agreed tariff limits.

Overview

  • The European Parliament, which approved the implementing legislation on Tuesday, June 16, took one of the final political steps needed to put the Turnberry framework into effect.
  • The package would scrap most EU tariffs on U.S. industrial goods while the United States has capped many EU tariffs at about 15 percent, creating reciprocal trade terms for transatlantic commerce.
  • Lawmakers added safeguards including an automatic expiration at the end of 2029 and a suspension mechanism that lets the Commission pause concessions if U.S. duties on steel and aluminium derivatives remain above 15 percent after December 31, 2026.
  • The measure still requires formal approval by EU member states in the Council and publication in the EU Official Journal before it enters into force, and businesses are already adjusting production and supply plans in expectation of lower EU duties.
  • U.S. legal and political events delayed earlier implementation because a U.S. Supreme Court ruling narrowed presidential tariff powers and prompted extra procedures, which changed the legal backdrop for the Turnberry deal.
