Overview
- Ukrainian Foreign Minister Andrii Sybiha said Montenegro, Romania and San Marino have notified the Council of Europe that they intend to join the effort, bringing the reported tally to 32 states.
- Sybiha earlier thanked Cyprus for submitting its notice of intent, following announcements from Andorra and Monaco the day before.
- The agreement is being set up as an Enlarged Partial Agreement within the Council of Europe, a legal tool that allows a group of member states to proceed once the Committee of Ministers approves it.
- The Committee of Ministers is due to consider the measure in Chișinău on May 14–15, setting up a procedural vote that would enable work on a Special Tribunal for the crime of aggression against Ukraine.
- Ukraine says the tribunal would focus on senior Russian decision-makers and could also review actions by states that provided direct support to Moscow, a scope Sybiha promoted as “growing momentum” while urging more countries to sign on before the vote.
