Europe Becomes Top Arms Importer as Global Transfers Rise 9% in 2021–25, SIPRI Says

  • Europe took 33% of global imports, up from 12% in 2016–20, with Ukraine the largest recipient at 9.7%.
  • The United States accounted for 42% of exports, up from 36%, supplying 99 countries with Europe its biggest destination.
  • Russia’s export share fell to 6.8% from 21%, a roughly 64% drop, with most sales going to India, China and Belarus.
  • Germany overtook China as the fourth-largest exporter with a 5.7% share, and about 24% of its exports went to Ukraine.
  • India ranked second among importers at about 8.2–8.3% as purchases dipped 4% and sourcing shifted from Russia toward France and Israel, while Pakistan rose to fifth with imports up 66% and 80% supplied by China.
