EU Unveils Technological Sovereignty Package to Boost Cloud, AI and Chips

The plan aims to cut dependence on non‑EU providers by using new rules, targeted funding and industrial measures that will take years to put into practice

  • The Cloud and AI Development Act creates a four‑level sovereignty assessment for public bodies, sets a goal to sharply expand European datacentre capacity and limits the most sensitive public cloud tenders to suppliers that meet strict ownership and supply‑chain rules.
  • Chips Act 2.0 adds demand‑side measures, fast‑track permitting and a European Semiconductor Region of Excellence label to try to attract fab and packaging investment and to close Europe’s gap in producing advanced semiconductors.
  • Commission officials warned that U.S. law such as the Cloud Act makes it hard for American cloud firms to meet Europe’s highest sovereignty tier, and industry groups said the package offers direction but only limited new public funding and few immediate regional champions.
  • The proposals must now pass the member states, the European Parliament and the Council and experts say slow permitting, high energy costs, fragmented capital and workforce shortages mean meaningful change will require sustained investment and years of implementation.
