EU Targets First Payout From €90 Billion Ukraine Loan by End of Q2 2026

A change in Hungary’s leadership clears the main political block to EU financing.

Overview

  • European Commission officials said the first tranche of the EU’s €90 billion loan for Ukraine is expected by the end of the second quarter of 2026.
  • Disbursement depends on three items being completed: a Memorandum of Understanding for macro‑financial aid, an updated Ukraine Plan under the Ukraine Facility, and the loan agreement.
  • The EU has set up the delivery channels, including a Ukraine Support Loan mechanism and updates to the Ukraine Facility, the bloc’s 2024–2027 program for budget support.
  • Hungary’s prime minister‑elect Péter Magyar signaled he will not block the package, though he indicated Hungary may opt out of taking part in the loan scheme.
  • EU ministers plan to take up the package on May 11 at the Foreign Affairs Council and on May 22 at the European Council as the Commission presses Budapest to take rule‑of‑law steps before broader cooperation resumes.
