EU Puts ChatGPT, Reddit and Roblox Under Its Toughest Digital Rules

The decision forces high‑reach AI, forum and gaming services to fix systemic risks, publish ad data, accept joint EU and national supervision.

Overview

  • The European Commission designated ChatGPT as a very large online search engine and Reddit and Roblox as very large online platforms under the Digital Services Act on Monday, applying the EU’s highest supervision tier to each service.
  • The firms must carry out annual systemic‑risk assessments of algorithms, adopt mitigation measures for illegal content and harms to minors, submit to independent audits and give vetted researchers access to data.
  • Supervision will be shared between the Commission and national coordinators — Coimisiún na Meán for ChatGPT and Reddit and the Dutch ACM for Roblox — and the companies have four months to comply, until the end of November 2026.
  • The designation is tied to self‑reported EU user counts — about 159.1 million for ChatGPT, 57.2 million for Reddit and 48 million for Roblox — and immediately affects advertising rules by requiring public ad repositories and limits on targeting children.
  • The move extends an active enforcement track record under the DSA that has already produced fines totaling hundreds of millions of euros and leaves noncompliant services at risk of penalties of up to 6 percent of global turnover.
