EU Ends Lifetime Driving Licences, Requiring Medical Checks at 15-Year Renewals

Member states now have three years to write the overhaul into national law before it takes effect on the roads, part of a drive to cut traffic deaths sharply.

Overview

  • Renewals will occur every 15 years with a medical check, and renewal periods may be shorter for drivers aged 65 and over.
  • Licence withdrawals will be recorded at EU level, blocking suspended drivers from driving in any member state.
  • Countries can opt to replace the check with self-assessment forms or nationally designed evaluation systems.
  • The directive sets a four-year horizon for on-road application after transposition and ties the reform to targets of halving deaths by 2030 and reaching zero by 2050.
  • The package also modernizes testing with new content on vulnerable road users, drawing support from victims’ groups and pushback from motorists’ advocates over cost and capacity.
