EU Briefs Pakistan on New GSP+ Conditions

The move ties continued preferential market access to measurable progress on governance, labour, environment and human rights while opening a route for deeper trade and security cooperation.

  • The 8th PakistanEU Strategic Dialogue, co‑chaired by Kaja Kallas and Mohammad Ishaq Dar on 1 June, focused on a revised EU GSP+ regulation that Pakistan said it is keen to join.
  • The EU made clear that continued GSP+ preferences will depend on tangible progress implementing the international conventions that underpin the scheme, with emphasis on governance, labour rights, environmental protection and human rights.
  • Kaja Kallas publicly praised Pakistan’s recent mediation between the United States and Iran and said the EU stands ready to support durable ceasefire and regional stabilisation through political, economic and security tools.
  • Both sides agreed to deepen cooperation on trade, investment, migration and security and to pursue the EUPakistan Talent Partnership Roadmap and measures to counter migrant smuggling and trafficking.
  • The dialogue built on recent engagement including an April EUPakistan Business Forum and set the next Strategic Dialogue for Brussels next year, signalling a conditional but expanding partnership that could boost Pakistani exports if reforms are implemented.
